Attorney General Martha Coakley is looking for an exceptional and highly motivated person to join her team as a paralegal in the Office of the Attorney General's Energy and Telecommunication Division.
The Attorney General's Energy and Telecommunications Division represents utility ratepayer interests and is authorized to intervene in administrative and/or judicial proceedings on behalf of consumers in connection with any matter involving the rates, charges, prices or tariffs of an electric, gas, telephone or telegraph company doing business in the commonwealth and subject to the jurisdiction of state regulators. G.L. c. 12, § 11E. The Division's work is carried on before state and federal courts as well as administrative regulatory bodies such as the Massachusetts Department of Public Utilities, Department of Telecommunications and Energy, the Federal Energy Regulatory Commission (“FERC”), and the Federal Communications Commission (“FCC”).
General Summary : A paralegal assigned to the Energy and Telecommunication Division (Division) is responsible for assisting both legal and technical staff in all phases of litigating cases before the Massachusetts Department of Public Utilities, Department of Telecom and Cable, FERC and the FCC.
Primary Duties : Responsibilities may include (as example only) reviewing, organizing and maintaining voluminous documents and files; assisting in discovery phase of case and with preparation for hearings (e.g. preparing trial exhibits and notebooks); inputting documents into databases for easy access and retrieval; observing hearings and stakeholder processes; legal and factual research and writing; filing and copying; tracking of new filings at federal and state administrative agencies for Division review; keeping a detailed calendar of meetings of various New England stakeholder groups; and other duties as required.
Position Requirements : Associate or Bachelors Degree. Paralegal certificate experience. Knowledge of Microsoft Word, Excel, PowerPoint and Access. Ability to organize and analyze documents and to utilize a litigation database. Ability to work under pressure and time constraints. Understand the activities of utility proceedings. Possess good typing skills, good organizational and communication skills. Ability to utilize web based docket tracking and scheduling information from various entities such as FERC, the FCC and ISO-NE.

General Summary : The Deputy Division Chief is responsible for assisting the Division Chief in supervising and directing activities of a Division of approximately 15-18, consisting of assistant attorneys general, financial analysts and support staff. Management responsibilities will include: assisting the Division Chief in assignment and tracking of Division's cases and participation in various dockets and stakeholder processes; preparation of weekly, quarterly and annual activity reports; review and editing of the Division's work product; and assisting the Division Chief in the day to day management of the Division including the supervision of support personnel.
In addition to management responsibilities, the Deputy Chief responsibilities include representation of consumer interests in administrative litigation involving gas, electric and telephone utility rates. In addition to litigation skills, the position involves/requires an ability to identify and formulate positions on regulatory policy issues involving electric, gas and telephone matters; development and implementation of policy initiatives, case management standards, community outreach efforts and related legislation; and interaction with customer advocacy groups and representatives of utility companies. Reports directly to the Chief of the Energy and Telecommunications Division.
Position Requirements: 5-10 years experience as an attorney with 2-5 years legal or other professional management experience. Substantial civil or criminal litigation experience in matters involving technical issues, with particular emphasis on those involving economic or financial/accounting issues. Economics, accounting or business background a plus. Significant experience in the field of public utility regulation is desirable, or else substantial experience in complex litigation. Demonstrated ability to work cooperatively with public officials and customer advocacy groups. Excellent academic credentials, highly developed skills in written and oral presentation. Must be a member of the MA Bar.

Texas Office of Public Utility Counsel-ASSISTANT DIRECTOR, REGULATORY ANALYSIS

GENERAL DESCRIPTION:
Performs technical economic and policy analyses and testifies on a broad range of electric and telecommunications issues. Manages, develops and formulates economic and policy expert testimony and positions regarding electric and telephone industry utility matters. Works under direction of Litigation Director and Public Counsel.
Essential Job Duties:
Testifies and provides expert opinion in administrative proceedings on behalf of residential and small business consumer interests on broad array of electric and telecommunications issues. Testimony includes written and verbal work product.
Evaluates and formulates cost allocation and rate design proposals and analyzes the policies of state and federal regulatory agencies.
Maintains an awareness of the state of the art in utility research and the application of economic principles to the regulation of utilities and competitive markets.
Reviews and provides expert opinion on economic analyses and reports as required.
Provides financial and economic expertise and advice to Public Counsel and staff.
Evaluates, researches, and provides expert opinion and testimony on issues regarding rate making, competition, customer protection, service quality, renewable, demand management, generation planning, fuel, and cost recovery.
Develops and evaluates methodologies for formulation and evaluation of regulatory policy.
Plans and carries out special assignments as requested; performs related work as required.
Performs other duties as assigned.
Required Qualifications :
A master's degree in Economics or related discipline, plus two years utility regulatory experience. Related disciplines may include finance, business, engineering, and interdisciplinary public affairs. The master's degree should include extensive course work in financial, economic or statistical analysis. A Ph.D. in Economics or other related advanced degrees may be substituted for experience.
Experience in the utility industry or government work related to the utility industries.
Familiarity with analyzing the impact of economic, policy and regulatory decisions on customers or market participants.
Knowledge of the relationship between social policies and economic regulation.
Demonstrated writing skill with technical analysis.
Preferred Qualifications :
Experience as an expert witness in utility proceedings.
Ability to analyze utility resource planning decisions.
Knowledge of the application of rate making principles to utility rate structures.
Knowledge of statistical techniques, including sampling, tests of significance, and correlation.
Knowledge of electric utility production or generation costs and ability to analyze market structure issues related to electric industry.
Ability to perform marginal cost analyses and customer class cost of service studies for regulated industries.
Ability to analyze and formulate rate design proposals.

Director, Division of Rate Counsel
New Jersey Department of the Public Advocate
The Director of the Division of Rate Counsel serves under the supervision of the Commissioner of the Department of the Public Advocate and must be an attorney at law admitted to practice in New Jersey . The Director is appointed by the Public Advocate and serves under the Public Advocate's supervision. The Director oversees a staff of approximately 50 legal professionals, paraprofessionals, technical, fiscal and administrative support staff, as well as administration of the Division's annual budget over $7 million. The Division of Rate Counsel represents, advances and protects the interests of state consumers of essential services regulated by the state and federal agencies, including but not limited to natural gas, electric, water, wastewater and telecommunications, whenever providers of such services seek to change their rates or services. The Division also reviews significant Medicare Supplement Rate Filings and Prior Approval Rate Increases for Personal Lines Property Casualty Coverages made to the Department of Banking and Insurance to ensure that the requests are just and reasonable.
Specific duties include but are not limited to:
• Developing and executing the Division's advocacy agenda, including strategic planning, to further the interests of New Jersey ratepayers through investigations, research and studies.
• Representing and protecting the public interest in proceedings and appeals before the Board of Public Utilities and other State departments, commissions, authorities, councils, agencies or boards charged with the regulation or control of utility rates and services.
• Supervising Division staff and retaining experts and other professionals on a temporary basis.
• Representing the department by protecting the public interest in certain insurance matters that pertain to rate increases in property casualty or Medicare supplemental coverages.

Attorney sought for the Pennsylvania Office of Consumer Advocate (OCA). OCA is the statutory representative of Pennsylvania 's utility consumers of electric, gas, telephone and water services.
